From Policy to Implementation—An Analytic Network Process (ANP)-Based Assessment Tool for Low Carbon Urban and Neighborhood Planning

To achieve the goals of carbon peaking, a national policy instrument for peaking in building and construction sector has been launched by Chinese MOHURD (30 June 2022). We have developed an actionable framework implementing these objectives. The was designed classifying prioritizing selected strategic government recommendations form interactive indicator system tool evaluating quality low-carbon urban neighborhood planning actions based on decarbonation principles emission reduction capture. analytic network process (ANP) applied processing interactions indicators (23 total two applied). A scorecard assessing strategies technologies. practical implementation then tested with real cases, one from fourth-tier city another high-density city. applicability is further discussed comparing it well-developed international assessment tools other contexts. This article contributes to literature first initiating research use this evaluative secondly demonstrating how researchers can convert policies into implementations.
